Finance Officer – Multiple Positions (MA 4) DOH5180

DescriptionThe **Finance Officer** supports DOH’s mission by providing professional analyses regarding budget and financial management activities to ensure operational effectiveness and financial stability.

This position’s work directly effects decisions made by division management, external stakeholders, and DOH leadership.

This position exercises independent judgment and applies specialized knowledge and skills in support of these activities.This recruitment is for multiple full-time permanent and non-permanent Management Analyst 4 positions within the Office of Financial Services (OFS).

Apply early!OFS provides leadership and support for agency priorities and programs through quality budgeting, contracting, grant management, purchasing, facility management, and accounting services.

The division ensures financial compliance with state and federal laws, regulations and reporting requirements in addition to performing agency-wide financial activities.

The division also ensures operational effectiveness and financial stability of the agency.Program Financial Management (OPFM), an office within OFS, monitors the day-to-day fiscal operations of the agency, ensuring funds are effectively requested and used in alignment with the agency’s mission and goals.

This position is part of the OPFM team supporting the Health Systems Quality Assurance division (HSQA) and reports to the OPFM Finance Operations Manager.Note: The duty station for this position is Tumwater, WA.

Due to the COVID-19 pandemic, telework (mobile-work) is currently expected.

Tumwater enjoys the benefits of an engaged and educated community and a well-supported school system, with two universities and a community college within a ten-mile radius.* *_DOH offers_:* A** **healthy life/work balance by offering flexible schedules and telework options for many positions.* Growth and development opportunities.* A wellness program that offers education, access to healthy food, and fitness classes.* Opportunities to serve your community through meaningful work.* A commitment to diversity and inclusion by fostering an inclusive environment that encourages all employees to bring their authentic selves to work.* An Infant at Work Program that is based on the long-term health values of breastfeeding newborns and infant-parent bonding.* A modernized workplace.**Duties Include*** Providing expert consultation for all budget and financial management activities within the HSQA ensuring compliance with DOH, state, and federal policies and accountability systems and controls.* Developing and managing budgets for a portfolio of programs within HSQA, ensuring statutory and regulatory compliance and the long-term fiscal health of the program.* Conducting monthly budget planning and review meetings with management and staff, and partner commissions.* Preparing budget status reports and presentations using Excel and PowerPoint to present to various external stakeholders.* Providing expert consultation on budget and financial topics.* Preparing spending plans (allotments), journal vouchers, and invoices.* Conducting complex financial analyses in support of the legislative process.* Analyzing proposed legislation, coordinating with program staff to develop assumptions, preparing detailed financial estimates, and writing fiscal notes.**What we’re looking for**Success in this position requires one to be a team player, defined as having a driving passion for the work, bringing humility to their job and people interactions, and understanding how their words and actions affect others.**Required Qualifications*** Option 1: An Associate’s degree or higher in accounting, finance or an allied field; and two (2) or more years of experience in performing financial functions in budget, accounting, or program financial management field.OR* Option 2: Four (4) or more years of experience in performing financial functions in budget, accounting, or program financial management field.And* Three (3) or more years of work experience comparing and analyzing financial data, identifying issues or challenges, and trends; using critical thinking to provide important feedback and status reports; and problem solving to offer well thought out options for resolution and next steps.* Demonstrated experience using the following:* Microsoft Excel to develop and manipulate complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information.

Create custom toolbars and chart types, pivot tables, import data from other sources, filter lists, and use data analysis tools.* Microsoft Word to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.* Microsoft PowerPoint to create, format and edit presentations; insert and format slides, create linked charts and graphs and work with pictures and objects.**Desired Qualifications *** A Master’s degree or higher.* Four (4) or more years of professional experience in developing and managing budgets, analyzing legislation and preparing fiscal notes, and conducting complex financial analysis for fee-based programs.**Application Process**Intrigued?
