This position aids in identifying, proposing, and implementing funded region capital projects.

They will manage staff and consultants, oversight of programming, cost estimating, design, permitting, bidding, construction management, and project closeout of the region capital projects.

The incumbent will also manage the capital and operating budgets for office materials and equipment, training, and capital program support of non-capital projects, as requested by region Operations.Duties include, but are not limited to:* Manage the east region Capital program including equipment, facilities, staff, training, and the oversight of programming, cost estimating, design permitting, bidding, construction management, and project closeout.* Manages the selection and acquisition of consultants including requests for qualifications, requests for proposals, scope of work, and consultant fee negotiation.* Work with Capital program manager in the development of Capital budget requests.* Effective management of staff and assist in the development of work team’s work program and other performance measurements.* Administers and manages Public Works contracts, architect/engineering agreements, personal service contracts, emergency contracts, and interagency agreements.Qualifications**REQUIRED QUALIFICATIONS:*** Bachelor’s degree, or higher, in architecture, engineering, construction management, or landscape architecture.* Six (6) years of relevant experience such as construction project management, program management, budget management, and supervision of professional staff.* Proficient in Microsoft Office.* A valid driver’s license.**REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:*** Ability to successfully manage and deliver multiple, concurrent capital projects, activities, and tasks on time, within scope, and within budget.* Demonstrated skill and ability to understand and meet stakeholders’ needs within policy guidelines and in building collaborative team relationships.**DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:*** Three (3) years of experience managing Capital Projects.* Three (3) years of experience working at a construction company.* Three (3) years of experience developing and preparing design and construction documents in the office of a licensed or registered architect, engineer, or landscape architect.* Formal training in Project Portfolio Management.* Experience with Microsoft Project or other project management/construction management tracking software.**CONDITION OF EMPLOYMENT:*** This job requires travel and overnight stays.Supplemental Information**HOW TO APPLY:**To ensure consideration, please complete the online job application and profile at www.careers.wa.gov.
