CHELAN-DOUGLAS HEALTH DISTRICTPOSITION TITLE: Associate Administrator – Environmental Health DirectorREPORTING RELATIONSHIP: Health District AdministratorSalary Range: $5,659 to 7,663 per month (Full-Time 40 hour week)COMMUNITY SERVEDChelan-Douglas Health District serves two counties in Washington. Chelan County has apopulation of approximately 77,200 people with the county seat, Wenatchee, recognized as one of the top retirement locations in the United States. Douglas County, a major producer of apples, wheat and cattle, has a population of approximately 43,429. The area straddles the beautiful Columbia River in central Washington and has a semi-arid climate with 9 inches of rain and up to 300 days of sunshine each year. Skiing, hiking, backpacking and camping opportunities are widely available in pristine wilderness throughout the region. Fishing and water sports are available in the Columbia River, Lake Chelan, and numerous other lakes and streams.ORGANIZATIONAL MISSIONThe mission of the Chelan-Douglas Health District is to protect and improve the health ofindividuals and communities in Chelan and Douglas counties through the promotion of healthand the prevention of disease and injury.ORGANIZATIONAL VISIONChelan-Douglas Health District makes optimal use of available resources and partnerships toprovide high quality public health services in Chelan and Douglas counties. Its program priorities emphasize the foundational public health functions basic to public safety in any community.POSITION SUMMARYThe Associate Administrator –Environmental Health Director (Environmental Health Director) is directly responsible for overseeing the operation of the Division of Environmental Health. The Environmental Health Director plays a key role on the Chelan-Douglas Health Districtmanagement team. This team works together to lead the Chelan-Douglas Health District andconnect the different lines of effort to prevent disease, promote health, and protect the health and safety of people in our community. The Environmental Health Director reports to the Chelan-Douglas Health District Administrator and works to implement their leader’s intent. As a senior leader in the health district, the Environmental Health Director will regularly brief the elected Board of Health and work with them to develop or evolve environmental public health policy across the health district. The Environmental Health Director works closely with the county health officer in the enforcement of environmental public health regulations.The Environmental Health Director manages the Health District’s Environmental HealthPrograms which may include assessment of community needs, the development of long-termstrategies and goals for the Health District, and the planning and implementation ofenvironmental public health programs. The position monitors staff and program performanceand provides effective supervision to the members of the team they lead. The EnvironmentalHealth Director develops and monitors program budgets. Assures effective implementation of grant and contract deliverables and of the reporting required by funding sources. May include grant writing and other fund raising activities.Successfully leading the environmental public health efforts of Chelan-Douglas Health District requires working effectively with the leadership of other health care organizations and other public health partners. Operates with appreciable latitude for independent action and decisions commensurate with demonstrated ability and with Administrator’s consultation and direction.The Chelan-Douglas Health District is a small health department and the Environmental Health Director is expected to spend some time delivering environmental public health services.ESSENTIAL FUNCTIONS:The ideal candidate demonstrates the following:Leadership and Systems Thinking Approach? Assists the Administrator in providing accountability and information on public healthissues and programs to the Board of Health and other elected officials, and to the public.Development of Skilled and Sustainable Staff? Proven ability to inspire staff as well as constructively accept and incorporate feedbackfrom the team they lead? Goal-oriented direction and effective collaborative problem solving? Inter-personal and conflict management skillsOrganizational Ability? Oversees budget and manages the environmental health program revenue andexpenditures in a way that maintains financial transparency across the health district.Ensures accountability and compliance with all legal environmental public healthregulations as well as requirements with all environmental health grants and contractsawarded to the Chelan-Douglas Health District.? Applying the available Environmental Health resources to meet daily priorities whilealigning with short and long term goals? Ability to delegate staffing and time effectivelyCommunication? Effectively share risk or other information with colleagues, practitioners, clients,policy-makers, interest groups, media, and the public through public speaking, print,electronic, and in-person communication? Understanding of public health theory, principles, and practice such as the FoundationalPublic Health Services, Core Functions of Public Health, and the Ten Essential Services? Ability to obtain grant funding and manage multi-year and comprehensive projects? Experience determining priority public health problems and actions in a local communityand interacting effectively with local, state and federal agenciesCommunity Service and Collaboration? Demonstrated ability to form and mobilize partnerships, stakeholder involvement, andcollaboration in a multicultural community? Deliver community-focused solutions to protect and enhance public health and supportthe well-being of individuals, families, and local communities? Serve stakeholders with a helpful, educational, and respectful demeanor at all times? Collaborate effectively with the Washington State Department of Health, other stateagencies, and other Local Health Jurisdictions and government agencies? Serves effectively as a member of statewide organizations and workgroupsPOSITION QUALIFICATIONS:A bachelor degree in a field closely related to environmental public health from an accreditedcollege or university.A minimum of five years (5) experience in environmental public health or in a field closelyrelated, at least three of which must be at a supervisory or administrative level.Must have a valid Washington State Driver’s License.DESIRED SKILLS:A master’s degree in a field closely related to environmental public health from an accreditedcollege or university.Licensure as a registered sanitarian or Registered Environmental Health Specialist.Advanced knowledge and understanding of the public health principles and practices including policy development, data-driven population-based decisions, assessment, epidemiology, laws, management, and administrative practices.A demonstrated knowledge of information technology and data management.A working knowledge of environmental health grants and grant administration.A working knowledge of the principles and practices of financial and managerial accounting.A working knowledge of computer software applications including word processing,spreadsheets, databases, medical records, etc.Chelan-Douglas Health District is an Equal Opportunity Employer
