Journey Level Maintenance Technician – Water

City of Lacey

This is a Full-time position in Lacey, WA posted July 8, 2021.

Basic PurposePerform skilled journey level maintenance, repair, and equipment operation for the City of Lacey Public Works Water Maintenance Division. Employees will be assigned journey level work in various sections of the water maintenance division, as needed, based on short and long-term operating requirements.The Water Utility Section provides high quality drinking water in sufficient quantity and pressure to support the citizens of Lacey and residents of the entire water service area. All of Lacey’s water comes from 20 groundwater wells owned and operated by the Utility. The water division is responsible for operation, maintenance, and repair of over 400 miles of pipelines, thousands of water valves, fire hydrants, multiple water booster stations, water reservoirs, water treatment plants, multiple pressure zones, chlorine generation facilities, and pH adjustment facilities.The information contained in this announcement is subject to change without notice.Essential Duties and ResponsibilitiesThe following statements reflect the general duties and responsibilities of this position and should not be considered an all-inclusive listing. The incumbent is also expected to meet the City’sstandards for interpersonal and team behaviors, customer contacts, and supervision. Incumbents may also perform other duties as assigned, including work in other functional areas to cover absences or to meet current workload needs.* Maintains, repairs, and installs fire hydrants, valves, water mains, water service lines, water meters, and completes a wide range of special repair and construction projects.* Performs water main line and service line flushing and cleaning preventative maintenance programs.* Provides back-up support for utility locating during absences and as needed to meet workload demands.* Responds to water customer complaintsfor water pressure and water quality by diagnosing problems and taking initiative to resolve routine and/or typical malfunctions or problems.* Operates mobile equipment such as vactor trucks, backhoes, dump trucks, loaders, and other machinery to include hole hogs, jackhammers,welding equipment, and other powered/non-powered equipment in the performance of duties.* Troubleshoots system malfunctions, responds to emergencies,and performsrepairs as needed.* Works with Senior Maintenance Technicians to resolve the more complexproblems.* Uses lap top computer, i-pad, smart phone, pressure monitoring equipment, and various electronic testing equipment.* Uses electronic work orders and time card system to accurately document work.* Attends a wide range of required employee training courses such as employee performance and employee interaction, risk management, diversity and harassment training, safety training, emergency preparedness training and water operator certification trainings.QualificationsThe typical qualified applicant will have two or more years’ experience in water system repair and maintenance including waterlines, valves, hydrants, flushing programs, heavy equipment operation, plumbing, various power tools and equipment related to underground utility work OR any combination of experience, education, and training that would provide the level of knowledge and ability required to perform journey level work independently or as part of a repair crew.* Must have a high school diploma or G.E.D.* Must pass a background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.* Mustmaintain a level of physical and mental fitness necessary to perform the essential functions of the position.* Must have a valid Washington state driver license and a driving record acceptable to the City and the City’s insurance carrier.* Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.* Must have or ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement within twenty four (24) months of hire.* Obtainflagging certification and first aid/CPR certification within 12 months of hire.* Obtain Water Distribution Manager Level 1 certification when prerequisites have been met.* Obtain various equipment certifications through on the job safety training and skills assessments.Knowledge, Skills, and AbilitiesKnowledge of:* Repair techniques and materials appropriate to public drinking water system construction and repair work.* The physical layout and features of the Lacey streets, utilities and other physical systems pertinent to public works infrastructure.* Water system hydraulics, hydrology, and basic system operation.* Various Federal, State, and City guidelines that are applicable to the work done in the assigned division.* Work hazards and applicable state and federal safety regulations pertinent to public works repair and construction activities.Ability to:* Demonstrate excellent team building skills and positive interactions with fellow employees on a daily basis.* Demonstrate a positive can do attitude towards all types of work and working conditions.* Provide excellent customer service and a helpful attitude towards the citizens of Lacey.* Warmly greets the public and clearly conveys a sincere willingness to be of service and/or be open to resolving the situation at hand. Closes all contacts courteously and appropriately.* Identify problems, make appropriate and quick decisions under emergency conditions, and exercise considerable initiative and judgment in making needed repairs and/or requesting assistance.* Proficiently operate all equipment associated to the division, including routine computer work such as data entry, word processing, and entry and retrieval of data in the City’s work order system as trained and assigned.* Perform the necessary arithmetic calculations required of the position.* Read and communicate clearly and effectively, both orally and in writing.* Perform strenuous physical activity associated with the essential duties of the position.* Work in the field in all weather conditions and over rough terrain.* Willingness to work standby and overtime.* Responds positively to requests for shift changes when necessary to meet division repair and maintenance objectives.WORKING CONDITIONSWorking conditions will vary depending upon assignment. Maintenance staff may be assigned to hazardous work areas such as the street surfaces, right-of-ways, and medians; ditches, pits and underground vaults; confined spaces; around heavy equipment; and operating potentially dangerous machines, power and hand tools. Typical assignments are out-of-doors normally requiring work in inclement weather at cold, hot, dirty, wet, noisy, or cramped work sites. The work involves strenuous physical labor, physical dexterity, and mechanical aptitude. Duties may require exposure to chemicals, toxic gases, raw sewage, or other environmental hazards.Physical Abilities:* Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.* Perform strenuous physical labor associated with the essential duties of the position.* Work in the field in all weather conditions and over rough terrain.* Lifting, pushing, pulling, and carrying objects up to fifty (50) lbs. Some assistance is available to mitigate the heaviest lifting.* Bending,kneeling/crouching, reaching, climbing and crawling.* Operating heavy equipment, as well as electric, gas, and various hand tools.* Grasp and hold and effectively use assigned personal protective equipment and tools for the position.* Operate and understand basic computer programs such as windows, MS office, email, printers, and other office equipment.
