Acquisition Specialist II

n n nn Premier Management Corporation, LLCis seeking to fill a full-time position for a Acquisition Specialist II tosupport the Federal Retirement Thrift Investment Board (FRTIB) Office of theChief Financial Officer (OCFO).

The position requires a clear understanding of theacquisition process and includes assisting in developing acquisitiondocumentation and processes such as: acquisition planning (AP); marketresearch; requirements documentation, Statements of Work (SOW), PerformanceWork Statement (PWS), Statement of Objectives (SOO), or hybrids thereof; cost/price estimates; quality assurance surveillance plans (QASP); and incorporationof budget information for acquisition packages used for release of synopses andsolicitations.

Also, support includes proposal evaluation activities and cost/price analysis.

nn nn Thecandidate will perform the following duties: nn nn POSITION RESPONSIBILITIES: nn nn
· Review requirement documents with the program offices forrequirement validation and clarity, participate in pre-proposal conferences asnecessary, and obtain input from technical officials prior to preparation ofthe solicitation.

Conduct formal and informal training on requirementsdocumentation as necessary nn nn
· Support the program offices in the preparation of pre solicitationdocumentation through collaboration with the responsible contracting officer.These documents include but are not limited to: the AP, Independent GovernmentCost Estimates, market research, sole source documents, SOWs, SOOs, PWS, QASP,evaluation criteria, Justification & Approvals, Limited SourceJustifications and/or other forms of documentation that may need to be submittedin a completed Purchase Request package to OCFO budget and contractingdivisions for processing the requirements.

Conduct formal and informationknowledge sharing sessions on the acquisition processes as necessary.

· Support the program offices in the preparation of pre solicitationdocumentation through collaboration with the responsible contracting officer.These documents include but are not limited to: the AP, Independent GovernmentCost Estimates (IGCE), market research, sole source documents, SOWs, SOOs, PWS,QASP, evaluation criteria, Justification & Approvals (J&As), LimitedSource Justifications and/or other forms of documentation that may need to besubmitted in a completed Purchase Request (PR) package to OCFO budget andcontracting divisions for processing the requirements.

Conduct formal andinformation knowledge sharing sessions on the acquisition processes, asnecessary.

· Support the program office in tracking and providing status ofprocurement activities.

· Assist in supporting and facilitating knowledge sharing sessionssupporting Acquisition Management.

These could include group/one-on-onesessions and on-site and/or via video-teleconference addressing all aspects ofthe acquisition lifecycle.

The sessions may involve instructor lead discussionsor a workshop environment that includes a short knowledge quiz.

When necessary,provide “take away” reminders from the sessions and must create and providematerials for use by attendees (e.g., presentations, reference guides).

· In addition to supporting day-to-day acquisition activities,provide recommendations and support the implementation ofimprovements/efficiencies within FRTIB acquisition and contracting processes.Support continued improvement of the FRTIB acquisition resources including theContracting Resource Library (CRL) which houses acquisition and contractingtemplates, processes, and standard language.

· Strong stakeholder relationship management skills in High-OPTEMPO environment nn nn
· Strong organizational management skills including the ability tomanage multiple tasks, management of program and leadership calendars andexperience in supporting the day to day operations of a high-visibility programoffice nn nn
· Understanding of government contracting, budgets, costs, andlogistics nn nn
· Capable of using MS Office tools to prepare documents,spreadsheets, and presentations nn nn
· Excellent communication skills (writing, speaking, and listening) nn nn
· Proactive attitude that allows them the flexibility to adapt andadjust as necessary to meet short suspense’s and changing mission requirements nn nn
· Self-starter able to manage tasks with little or no supervision nn nn REQUIRED EDUCATION, QUALIFICATIONS,AND EXPERIENCE: nn nn
· Minimum of (3+) years of relevant and recent experience with federalacquisition processes nn nn SECURITYCLEARANCE:  nn nn
