 The Role 
The Chief Operating Officer (COO) reports to the Deputy Director with a focus on operationalizing the agency strategic framework.

This position acts as a strategic partner on the leadership team and works closely with teams to ensure that agency goals and objectives are met.

The position oversees the following divisions: Enterprise Risk Management, Contracts & Procurement, Real Estate Services, Business Resources, Buildings and Grounds, Facility Professional Services and Workforce Support and Development.

The position is also a member of the agency Leadership Team and the Corporate Council, responsible for agency governance (along with the CIO, CCO, CFO, CSPO, and CHRO).

Duties
Your typical day would consist of working with executive leaders in implementing processes, systems and measurements to achieve operational excellence in alignment with the agency strategic framework.

The COO will work closely with the Assistant Directors who are responsible for the DES external facing business lines and is responsible for integrating their work into a cohesive plan.

The incumbent will ensure that measurable goals and objectives are achieved, while overseeing continual process improvement strategies to meet the changing needs of our customers.

Qualifications
Required Education, Experience, and Competencies
A Bachelor’s degree in Business, Public, Program Administration or closely related field.
AND
 Five years or more of demonstrated experience leading other leaders in a complex organization.
Experience should include previous experience leading daily operations of a large organization, preferably in a government setting, program budgeting and fiscal management, organizational and team leadership, understanding of the legislative process, state operating and capital budget processes and experience with and willingness to grow in competencies related to equity, inclusion and anti-racism, and leading and coaching of senior level staff.

Discuss your own awareness with your team or peers, share how that awareness can lead to respectful and positive change to the overall agency and program culture.  Actively participate with the diversity committee or workgroup and share knowledge gained with your team.

Co-create and support policies, programs, practices, and procedures that increase the power, voice, and influence of the most impacted and marginalized employees.

Implement practices and working conditions that achieve inclusion in the workforce and in the way we serve the public.

Use this role to encourage staff and others in the agency to participate in the DEI work at all levels: program, agency, statewide.

(examples: volunteering for a Business Resource Group, using pronouns in signature blocks) Demonstrate flexibility, adaptation, and cross-cultural communication skills when interacting with others.

Advocate, share, and encourage ongoing training for staff on the topics of diversity, equity, and inclusion.

Review and update program policies, rules, and procedures both existing and new, to remove or avoid barriers and inequalities.  Become aware of and be open to the cultural differences within your team, create safe space for discussion and respond effectively to inappropriate and non-inclusive behavior.  Use DEI data to inform and influence your organization’s programs and services.

Learn the story data is telling and operationalize inclusivity in decisions affecting policies and practices.
