Comptroller

Spokane Indian Tribal Government

This is a Full-time position in Wellpinit, WA posted August 18, 2021.

Position Summary:The Comptroller is responsible for all accounting operations within the Tribal Enterprises.

The Comptroller directs and oversees financial activities of the Tribal Enterprises including, but not limited to preparation of current financial reports as well as summaries and forecasts for future business growth and general economic outlook.

The Comptroller is responsible for providing training to Enterprise Managers and accounting staff in financial reports and accounting systems.Duties and Responsibilities:* Provides assistance to Enterprises in the preparation of financial reports, including income statements, balance sheets, cashflows and reports to Enterprise Board of Directors.* Oversees accounting departments, budget preparation, and audit functions.

Meets regularly with Enterprise Managers to keep informed, and to offer direction.

Ensures the financial information produced by the Accounting Department is accurate, timely, and supports management functions.* Reviews reports to analyze projections of sales and profit against actual figures, budgeted expenses against final totals, and suggests methods of improving the planning process as appropriate.* Assists Enterprise Managers and consults with CEO in analyzing Enterprise operations to pinpoint opportunities and areas that need to be reorganized, downsized, or eliminated.* Assist at all levels of Accounting and Finance, from data entry to production of reports as needed when workload demand exceeds staff capacity.* Confers with CEO and Enterprise Managers to coordinate and prioritize planning.* Studies long-range economic trends and projects Enterprise prospects for future growth in overall sales and market share, opportunities for acquisitions or expansion into new product areas.

Estimates requirements for capital, land, buildings, and an increase in the work force.* Supervises investment of funds; works with banks and/or investment bankers to raise additional capital as required for expansion.* Assists in developing Tribal Enterprise strategic plans.* Develops long-range forecasts and maintains long-range financial plans.* Designs and oversees implementation of systems and procedures, anticipating and addressing Tribal Enterprises needs.* Monitors cash flow and working capital needs.* Evaluates risks facing the Tribal Enterprises and its affiliates and ensure that company properties and activities are adequately insured.* Serves as primary liaison with insurance brokers, coordinate information, handle annual renewals, and negotiate rates and terms.* Coordinates preparation of monthly financial reports.* Coordinates with outside accountants.* Provides support for analytical projects.* Helps recruit and hire accounting staff, as necessary.* Delegates responsibilities effectively.* Discusses performance issues with staff regularly and prepare annual performance evaluations for staff on a timely basis.* Performs other duties as assigned.QualificationsRequired Minimum Qualifications:* Minimum 10 years of hands-on experience in Accounting and Finance at a high level of responsibility desired.* Advanced college degrees desired, but not required.

Experience accepted in lieu of degree.* Must have experience using MAS.* Experience with non-government fund accounting, i.e.

with business/enterprise accounting.* Experience with A/R, A/P and Payroll as well as producing financial reports.* Minimum ten years of broad-based business experience, preferably with a casino or tribal enterprise.* Demonstrated leadership skills with a healthy work ethic, high energy, inquisitive mind, and the confidence and strength of personality to get things done.* Flexible and pragmatic in implementing financial controls while maintaining focus on the big picture.* Good organizational and planning skills that include being pro-active and visionary, embracing the philosophy of continuous improvement through networking with peers and customers in the industry.* Strong technical understanding of computers, information systems, and management information systems for multi-site operations and automation.* High comfort level in working with people from a variety of backgrounds and possess a diversity of skill sets to effect change.* Excellent written and oral communication skills and presents an image that commands respect from subordinates and peers.* Candidate will need to be able to work flexible shifts and hours.* Must have a valid driver’s license and meet Tribal insurance requirements.* Must pass a complete criminal background check.* Must be bondable.Language Skills:* Ability to read, analyze, and interpret documents, operating and maintenance instructions, and procedure manuals.* Ability to write routine reports and correspondence.* Ability to communicate effectively with co-workers, vendors and customers.Mathematical Skills:* Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.* Ability to determine revenue, profit margin, and product mark-up using percentages.Reasoning Ability:* Must have ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.* Ability to understand instructions furnished in written, verbal or diagram form.

Ability to apply common sense to any given situation.Physical Demands:* Required to talk and/or hear.* Frequent bending, twisting, and lifting at least 20 lbs.
