Senior Procurement Agent with Security Clearance

Phantom Work Space part of Boeing Defense, Space, and Security (BDS) is seeking a Senior Procurement Agent to join the Supply Chain team in Kent, WA. This position will require placement of purchase contracts for all types of material and hardware in support of Phantom Work programs. Additionally, this position will provide oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance. Position Responsibilities: * Provides oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance.* Leads negotiation of pricing and contract terms and conditions.* Prepares and executes negotiation strategies resulting in contractual documents and binding agreements.* Interprets and enforces contract terms and conditions.* Consults with external customers to resolve supplier performance issues.* Leads supplier performance teams to develop strategic supplier solutions across programs and commodities.* Participates on supply chain process improvement teams and identifies improvement opportunities for potential integration into supplier contract strategies.* Prepares and executes negotiated contractual documents and binding agreements.* Conducts risk, issues and opportunities management.* Manages supply and demand, schedules, supplier quality, delivery and financial performance.* Manages priorities for delivery of products, services and data.* Validates quantity, schedules, inventory balances, orders and inventory policy compliance.* Works with internal and external customers to formalize procurement requirements.* Leads proposal analyses and develops negotiation strategies as required.* Prepares and executes negotiated documents.* Ensures compliance with company procedures and regulatory requirements.* Manages contract terminations and Purchase Contract closeouts.* Delivers timely accurate status for planned orders, purchase requisitions, and supplier performance to purchase contracts.* Communicates across functions and programs to manage risks, issues and performance to plan.* Provides direction to suppliers to improve performance and ensure contractual requirements are met.* Manages supplier import and export regulatory requirements. This position requires an active U.S. Top Secret/SCI Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active) BasicQualifications (Required Skills/Experience): * Bachelor’s degree or higher.* 5+ years of experience as a procurement agent. Preferred Qualifications (Desired Skills/Experience): * More than 5 years of experience with Supplier Management or Procurement practices and processes.* More than 5 years of experience drafting, negotiating and executing complex contracts and subcontracts.* More than 5 years of experience in Contracts & Pricing and/or Supplier Management Procurement.* More than 5 years of experience in negotiating contracts or managing supplier performance.* More than 5 years of experience leading proposals, contract terms and conditions development, and negotiation efforts.* More than 5 years of experience with various contract types for example: Time & Materials, Firm Fixed Price, Cost Plus type Government contracts, etc.* More than 1 year of experience with Earned Value Management (EVM).* More than 5 years of experience with FAR (Federal Acquisition Regulations). Typical Education & Experience: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years’ related work experience or an equivalent combination of education and experience (e.g. Master+8 years’ related work experience, 14 years’ related work experience, etc.). Relocation: This position does not offer relocation. Candidates must live in the immediate area or relocate at their own expense.
