To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:* Performing quality assurance and its operational functions for a wide variety of contract types, contractors, and commodities* Assessing the impact of policies on programs* Devising and guiding execution of applicable regulations and directives, policies, and guidelines, and planning and implementing quality assurance operational functions.EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
