· Bring everything you are, become everything you want Department SummaryThe Parking and Transportation Services Department supports the University’s mission of transforming lives; ensuring student learning and success by providing and managing access to CSUSB San Bernardino and Palm Desert campus; and managing the planning, design, and operation of the facilities and programs associated with parking, transit services, ridesharing, carpooling, and various alternative transportation programs.The Department has approximately 20 full-time staff and 20 student assistants assigned under parking enforcement, parking administration, alternative transportation, and information centers.

CSUSB is seeking a Transportation Analyst who will encourage the use of alternative transportation commute modes such as carpooling, vanpooling, walking, bicycling, and use of public transit by the campus community.

This individual will ensure campus compliance to Rule 2202 of the South Coast Air Quality Management District (SCAQMD).

The incumbent will analyze current programs, provide recommendations for the adoption of new and innovative policies and programs while developing, implementing, and managing contractual agreements in support of alternative transportation.

Job SummaryUnder the general supervision, of the Parking Director, the incumbent will independently manage the daily operations of the University’s Transportation Demand Management (TDM) programs including vanpool, rideshare, coordination of transit services, trip reduction, and other commuter programs.

The incumbent applies expertise in Transportation Demand Management (TDM) theory and practice to guide the CSUSB Alternative Transportation Committee in compliance with the California Education Code.

The incumbent oversees the University’s Employee Reduction Strategies (ERS) and develops programs and services to increase mobility options, mitigate parking demand, and reduce average vehicle ridership (AVR) and vehicle miles traveled (VMT) in alignment with CSUSB, CSU system-wide, South Coast Air Quality Management District (AQMD), and California State Legislature goals, policies, and regulations.

This position has one direct report with the working title of Transportation Coordinator.Responsibilities include the following: Facilitate oversight of campus sustainable transportation initiatives/activities Facilitates all aspects of campus sustainable transportation program following University, City, State, and Federal legislation.

Analyzes/responds to transportation policy, legislation, and funding opportunities Collects/analyzes program participant data; prepares statistic and service reports; provides a monthly and annual evaluation of all department programs Maintains collaborative relationships with vendors and external agencies and officials such as OmniTrans, RideLinks, and Enterprise Vanpool Conducts annual AQMD campus-wide employee commute survey Independently develops marketing/educational/outreach plans and collateral for departments and programs.

Finds ways to grow sustainable transportation programs and sustainability awareness on campus.

Regularly polls other CSU campuses to ensure the university is using Best Practices/benchmarking off the most successful programs Creates and maintains program guidelines and ‘how to’ procedures Maintains accurate sustainable transportation content on the website and communication throughout campus.

Works directly with Facilities Management on relevant projects such as rideshare parking spaces and electric vehicle charging stations.

Actively engages with Human Resources, UEC Human Resources, and Academic Personnel to develop strategies to reach out to employees and increase sustainable transportation participation.

Develops and maintains positive working relationships with other lead staff within parking & transportation and University Police Department to ensure cohesive communication and delivery of programs.

Provide analysis, forecasting, and long-range planning of sustainable transportation programs and initiatives, using campus plans and future trends data and projections to proactively develop written plans for the consideration of university management and stakeholders.

Creates and follows a multi-year business plan for Sustainable Transportation Researches data and trends for forecasting, and planning program enhancements and growth Plans and hosts sustainable transportation events.

Monitors expenditures and projects costs for budget forecasting LeadershipThe incumbent is responsible for providing lead direction of work of the Transportation Coordinator ASC I.

In this capacity, the incumbent is responsible for ensuring the ASC I has the necessary tools and training to complete assigned tasks.

Coordinates with the director on the assignment of work and managing of employee expectations.Employment Status: Full-time, non-exempt, probationary with the possibility of converting to permanent.The review date has been extended.

Work ScheduleTypically, Monday through Friday from 8:00 a.m.-5:00 p.m.

Key Qualifications The incumbent should have a working knowledge of the various Transportation Demand Management (TDM) programs.

The ability to coordinate, plan and organize new programs under pressure and time constraints.

The knowledge of methods and techniques of research, analysis, and report presentation.

The ability to initiate, establish and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University.

The ability to establish and maintain effective working relationships within a diverse population.

The skill in research, development, and evaluation of policies and programs and interpretation of data to develop sound conclusions and make appropriate recommendations.

The ability to investigate and analyze operational and procedural problems with broad administrative impact and implications.

The ability to anticipate problems and address them proactively.

The ability to develop, recommend and evaluate proposed solutions using reasoning and judgment and to develop practical, thorough, and creative solutions.

The incumbent must provide excellent communication skills.

The ability to effectively communicate information and present ideas and concepts clearly and understandably both verbally and in writing.

The ability to act independently within broad policy and organizational guidelines, with responsibility for multiple major segments/functional activity.

The ability to work and make decisions independently and prioritize assignments of self and others.

The ability to work under pressure with frequent interruptions and shifting priorities.

The incumbent will provide interpersonal skills to interact effectively with a wide variety of individuals both inside and outside the department.

The incumbent will provide excellent judgment and integrity while maintaining the highest levels of confidentiality.

Education and Experience Bachelor’s degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS two (2) years of related experience.

Preferred Qualifications Bachelor’s Degree with previous successful experience as an Employee Transportation Coordinator for a university or public agency.

Experience with Transportation Demand Management and AQMD regulations specifically compliance to Rule 2202.

Employee Transportation Coordinator (ETC) certification and a valid California Driver’s License.
