This is a Contract position in Chelan, WA posted October 24, 2020.

SALARY RANGE In addition to a competitive salary range of $102,300 – $136,400 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. Introductory Period: New employees holding regular positions must complete an introductory period of twelve months. JOB POSTING This position reports directly to a Managing Director and is primarily responsible for managing activities related to planning, establishing, and controlling the organization’s annual, capital, and strategic budgets and business plans, as well as related systems and procedures. Provides counsel and guidance to director level staff in matters of business planning, risk management, financial policy and process, performance measurement, business case evaluation, financial analysis, and managerial oversight. Leads cross functional teams and may directly supervise staff. Leads group strategic and business planning efforts and plans, develops and implements operational plans in accordance with strategic plans. Performs research and provides financial or business-related analysis, as needed. EF 30% Business/Strategic Planning and Long-Range Financial Forecasting Provides leadership, focus and direction in the development of the 5-year business plans and long-range O&M, capital budget forecasts, and revenue forecasts. Analyzes alternatives, appropriate timing, and develops contingency plans. Develops systems for tracking resources, budgets, and initiatives that can be continually updated throughout the year and used during the business/strategic planning process. Develops, monitors, and reports on initiatives, goals, performance measures and budget metrics. Participates in Business/Strategic Plan implementation, carries out broad and complex assignments requiring comprehensive strategic, financial, and organizational knowledge. Provides financial and operational perspective to cross-District business efforts. Develops and maintains the long-range financial forecast for significant portions of the Districts capital and O&M budgets, and revenue streams across multiple business units. 2. EF 30% Ongoing Budget and Financial Management – Schedules, organizes and implements the annual budget planning process. Directs department heads in the preparation of department budgets in accordance with business/strategic plans. Develops systems that are used to keep track of proposed projects and timing and provides full visibility for others to see potential budget impacts years in advance. Leads the Project Review Committee with members across multiple business units and the development, evaluation, and approval of Business Cases for projects and initiatives. Provides daily direction to employees across multiple business units in the development of business cases, alternative evaluations, and cost estimating for budgeting purposes. Prepares summaries and submits budget plan for Generations & Transmission and Energy Resources to executive management for approval. Monitors actual expenditures and revenue against budget; evaluates variances; revises original budget, as needed for multiple Business Units. Assists department heads in monitoring of department budgets. Provides group financial management training, as needed. Prepares forecasts and analyzes trends in finance and general business conditions. Provides counsel to management regarding financial management issues. 3. EF 20% Operations Management – Carries out broad and complex assignments requiring comprehensive financial and organizational knowledge to interpret and apply policies, as well as develop recommendations for change. Manages the process for evaluating work plan capacity and resource loading analysis across multiple business units determining how work can best be completed in the time necessary at least coast. Analyzes and reports on operations methods, processes, equipment, and facilities in light of current operational needs and future objectives. Leads efforts to benchmark operations with other similar organizations. Acts in a consulting capacity in evaluating current and proposed, policies, systems, and procedures. Negotiates and reviews contracts. Provides operational direction to managers. Recommends changes when necessary and assists in implementation of new processes. Leads cross functional teams to develop business policies and performance measures. 4. EF 10% Asset Management – Provides significant contributions in the development, communication and implementation of asset management strategies and long-term capital planning. Presents recommended actions to management staff. Monitors program results and identifies opportunities for improvement. 5. EF 10% Supervision Has supervisory responsibility for hiring, goal setting, performance measurement, training, and development, recommending promotions, communicating salary information, and participating in salary determination decisions, participating in disciplinary and termination actions, etc. 6. SF Ongoing Drive a motorized vehicle while conducting business on behalf of the District. 7. EF Ongoing Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). SUPERVISORY RESPONSIBILITIES: Directly supervises up to three (3) non-supervisory employee(s). Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. Post-Secondary Education: Bachelor’s degree (B. S., B. A.) in Finance, Accounting, Economics, or Business from a four-year college or university; or equivalent combination of education and experience. A Masters Degree in a related area of study, CPA or CFA designation is preferred. Experience: Typically requires a minimum of eight (8) years of increasing responsible experience in business management, accounting, finance, or similar environment with an emphasis on data driven decision making, business processes, business planning, and business performance management. Five years experience working in the utility industry strongly preferred. Demonstrated team leadership experience is strongly preferred. Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have basic knowledge of general office equipment; intermediate knowledge of Maximo order processing and asset management systems, Microsoft Outlook, PowerPoint, Word, Project and PeopleSoft HRIS, as well as data systems specific to the business areas such as PI Historian or GIS; and advanced knowledge in Microsoft Excel and PeopleSoft Financials.
