We lead changes in policies, systems, and environments to prevent illness and injury, promote healthy families and communities, and encourage healthy lifestyles. We do this by focusing on places where people live, learn, work, recreate, seek healthcare, and worship.This position is part of a team that is responsible for the implementation and management of various systems and the data that supports the Department of Health and Statewide response to the COVID-19 pandemic. The impact of these systems and the data supported is across the department, state, and federal levels. This impacts the general public, local health jurisdictions, laboratories, hospitals, clinics, and the Centers for Disease Control and Prevention. The team will be working with various vendors and other state agencies as necessary to support this work. This position supervises key technical staff and is responsible for managing a platform of technologies that are used across the agency to support the pandemic response.As the COVID-19 Application Development Supervisor, youll have the opportunity to perform at the highest technical level related to application services including application development, data management, system administration, and IT architecture. This position leads a team that develops and supports enterprise-wide application solutions and is responsible for mentoring and guiding journey and entry-level staff to ensure they are capable of supporting the systems in their area.This position sets the tactical and strategic directions and provides the agency with technical leadership for applications supporting the Public Health Laboratories. This direction is in the form of technical guidance on when and how to upgrade the technologies being supported, using your knowledge of other groups requirements (such as network, security, and internal policy requirements). Youll also ensure the applications meet applicable state and federal security standards. This position uses advanced knowledge of IT disciplines in planning, designing, implementing, and maintaining application development solutions.The duty station for this position is Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. Incumbents must have internet access and connectivity. When approved to return, the incumbents are expected to report to the duty station for work activities. A modernized workplace.Duties Include: Serve as the most senior development and technical specialist on the MS Dynamics power application platform with the ability to design, develop, test, implement, administer, or maintain agency and business unit web applications Develop application and system design documentation that is unique and outside of the normal standards and practices or solutions that require an innovative approach to integrate various solutions. Evaluate and resolve complex tasks such as constructing efficient applications through the use of stored procedures, functions, server & user controls, WCF, web services (using SOAP, UDDI, and WSDL), and standard libraries. Use T-SQL skills to efficiently and accurately analyze data models and complete simple to highly complex ad-hoc data requests. Solve highly complex IT problems, including defining and analyzing the problem, identifying and testing solutions, choosing and implementing the best solution, documenting the changes, and evaluating the outcome. Use commercial testing tools and Microsoft Visual Studio unit testing tools to ensure code developed meets coding, security, and functional testing requirements Manage systems implementations for agency-wide applications and systems. Provide installation, implementation, configuration, and support of COTS (Commercial off-the-shelf) systems. Additional years of experience can substitute for education on a one for one basis.OROption 2: An Associates degree or higher in Information Technology program or a closely related field; AND nine (9) years (full-time equivalent) of progressive professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications. Additional years of experience can substitute for education on a one for one basis.OROption 3: Eleven (11) years (full-time equivalent) of progressive professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.AND Two (2) or more years (full-time equivalent) experience as an IT supervisor or team lead. At least two (2) years (full-time equivalent) of professional experience in the software development field. Experience must include:- MS Dynamics Power Platform- API Development and Integration At least three (3) years (full-time equivalent) of professional experience in the software development field. Experience must include:- Using Microsoft Visual Studio and other Software Development tools to develop and maintain division or agency level systems.- Evaluating requirements, estimating development times, designing, developing, testing, implementing, and maintaining .NET applications and web services, WCF, C#, .NET Framework, ASP.NET, MVC, Web Forms, JavaScript, JQuery, AngularJS, T-SQL using Software Management tools such as Team Foundation Server (TFS).- Using Microsoft SQL Management tools to develop and maintain back-end codes and database objects.Application ProcessIntrigued?
