EXAMPLE OF DUTIES
Manages the Development and Water Resources section of the Engineering Division.Assists Director in formulating long-range goals of the department and in developing plans for accomplishing these goals; assists Director in preparation and administration of assigned programs and operating budgets; reviews and evaluates programs and anticipate future needs; evaluates and determines organizational needs and functional changes to improve efficiency and effectiveness. Coordinates infrastructure and engineering plans and planning and makes recommendations on infrastructure solutions related to serving private development. Provides assistance to private builders, subdivision developers, and consulting engineers regarding street, stormwater drainage and management, sidewalks, bridges, water and wastewater systems, and other municipal improvements for conformance to City policies, standards, ordinances and sound engineering practices.Supervises the inspection of private development construction in progress to verify that work is being completed in accordance with design and City standards.Develops procedures for engineering and development-related permit review, including reviewing and making recommendations for code changes, and the revision and updating of City’s development standards. Reviews policies and operating procedures for conformance to established standards; ensures the City’s compliance with various ordinances, codes, and applicable laws; review operating conditions in the field; coordinates the preparation of capital and maintenance programs and budgets for the departmentPerforms detailed analysis of designs, specifications and plans; applies engineering principles and techniques to the solution of complex civil engineering problems, including maintenance of land and municipal infrastructure and operation of facilities and equipment; reviews and signs engineering drawings, contracts, work orders, change orders, and purchase orders. Coordinates activities concerned with technical developments, schedules and resolves engineering design, and test problems; prepares budget estimates based upon anticipated needs of the department and control expenditures within limitations of project budget; prepares interim and completion project reports.Provides advice and technical assistance to City management and staff, citizen advisory groups and the public; confers with a variety of public and private officials on related issues and may serve as the City’s representative to other governmental agencies; represents the department on various committees; discusses and explains department plans, programs and projects at public and community meetings, legislative and administrative hearings, and related functions. Supervises and evaluates the performance of assigned personnel; assists in the selection of new employees; makes recommendations to the Director as assigned.Provides assistance and supervision to subordinates in planning and implementing programs; selects, trains, motivates, coaches and evaluates staff; establishes and monitors employee performance objectives; provides or coordinates staff training.Meets regularly with staff to discuss and resolve priorities, workload and technical issues.Maintains timely and regular attendance.Other duties as assigned.
MINIMUM QUALIFICATIONS
A bachelor’s degree in civil engineering and 6 years of professional experience, including at least 2 years of supervisory experience; OR any combination of experience, education and training that would provide the level of knowledge and ability required.Knowledge of: Principles and practices of civil engineering.Methods and techniques used for planning and engineering studies, and the design and construction of municipal facilities and infrastructure.Current developments and information on facilities and infrastructure management practices, including principles and practices of sound financial management.Methods and techniques of field data collection, tabulation, and analysis.Federal, state, and local regulatory requirements, including applicable codes, ordinances, regulations, and guidelines; principles of grant funding application and administration.Principles and practices of employee supervision, including selection, training, work organization, evaluation, and discipline.City organization, operations, policies and procedures. Ability to: Quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in stressful situations.Work independently or as a team member in order to produce timely, quality results on a variety of complex assignments.Analyze a variety of complex/detailed engineering data and make sound policy and procedural recommendations.Effectively plan and implement projects and prepare related designs, estimates, and specifications.Perform complex engineering computations and to make comprehensive recommendations for the solution of engineering problems.Plan, organize and direct an effective project engineering program; apply engineering principles and techniques to the solution of engineering problems.Work effectively on several projects concurrently.Prepare and administer budgets and other financial controls including cash flow.Maintain accurate records.Develop short- and long-range goals, and plan, assign, coordinate and evaluate the work of subordinates.Supervise, lead, coach and use best management practices to improve staff performance.Support and model the identified vision, values and behaviors of the organization.Establish and maintain effective working relationships.Use initiative and independent judgment within established procedural guidelines.Operate a personal computer utilizing a variety of standard and specialist software.Communicate effectively both orally and in writing.License and Certification RequirementsValid Washington State driver’s license is required.Successful completion of a pre-employment background check is required.Registration as a professional engineer in the State of Washington within one year from date of hire required.
SUPPLEMENTAL INFORMATION
Working ConditionsThe regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours is required.. Physical RequirementsContinuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.Additional Salary DetailsThe salary range for this position is $8733-$10,951 per month. The hiring range is $8733-$9779 per month. Step increases are attained annually based on satisfactory performance. The selected candidate may be offered a starting bank of vacation hours, or a higher monthly vacation accrual rate, or both, based on prior experience.
