The Grants Manager is responsible for planning, coordinating, and directing all federal grant accounting and compliance activities for the agency. This position manages agency-wide financial operations including federal financial reporting, federal revenue draws, and reconciliation activities associated with these activities. They participates as a member of the agency’s oversight committee for the agency chart of accounts. This position participates in the development of agency financial policies involving grants management and is responsible to administer and control the financial policies and procedures which support the agency’s goals and strategic plan, comply with state and federal laws and regulations, and ensure control over agency assets and expenditures.

The Financial Services Division provides leadership and support for agency priorities and programs through quality budgeting, contracting, grant management, purchasing, facility management and accounting services. The division ensures financial compliance with state and federal laws, regulations and reporting requirements in addition to performing agency-wide financial activities. The division ensures operational effectiveness and financial stability of the agency. Within Financial Services, the Grants Management Unit provides centralized grants management for Department of Health, ensuring financial compliance with state and federal regulations and fulfillment of federal and statewide State Comprehensive Annual Financial Report (CAFR) reporting requirements in addition to performing agency-wide financial activities.
The duty station for this position is Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. Incumbent must have internet access and connectivity. When approved to return, the incumbent is expected to report to the duty station for work activities.

Preference may be given to candidates who have the following DESIRED education and/or experience:
  • Six (6) or more years of experience in performing senior-level financial functions in accounting, business, finance or related field, with demonstrated experience working with complex budget and grant development and maintenance, as well as statistical analysis and reporting.

OR
  • A Bachelor’s degree or higher in public or business administration, accounting, or other closely allied field; AND two (2) or more years of experience in performing senior level financial functions in budget, accounting, or program management field including Washington state budget concepts and processes, both operating and capital, and legislative processes. With demonstrated experience working with complex budget and grant development and maintenance, as well as statistical analysis and reporting.

AND
  • One (1) or more years of management, supervision or lead experience, to include facilitating or leading a team, delegating and reviewing work, and providing guidance, instruction, coaching, and feedback.
As well as demonstrated experience in the following leadership competencies:

Compensation

This position reports to the Director of the Office of Accounting and Grants. Learn more about the Washington Management Service.

The annual compensation is between $76,128 and $88,000, depending upon qualifications.
