Lead Case Officer Consultant – Independent Consultation and Investigation Mechanism

n n n Lead Case Officer Consultant
– Independent Consultation and Investigation Mechanism n nn Background: Currently MICI is seeking to hire a Lead Case Officer Consultant to support the work of the Compliance Review Phase with focus on assisting the Compliance Review Phase Coordinator by providing substantive and administrative support in cases under Compliance Review.

This includes researching documentation related to Requests— those currently active in the portfolio and new ones—, conducting desk reviews, producing reports and supporting the drafting of Recommendations and Terms of Reference for Compliance Reviews and Compliance Review Reports.

nn nn The team: The Independent Consultation and Investigation Mechanism (MICI for its initials in Spanish) is the independent accountability mechanism of the Inter-American Development Bank Group.

The MICI reflects the IDB Group’s institutional commitment to accountability, transparency and effectiveness.

It functions independently from IDB Group’s Management, reporting to the Board of Executive Directors.

nn nn For more information about MICI, its mandate and its transparency and reporting obligations, please go to our website: www.iadb.org/mici nn nn What you’ll do: Under the guidance and supervision of the Compliance Review Phase Coordinator, the Consultant is expected to perform the following activities: nn Conduct research and gather documentation and information including: IDB Group-financed Operation related documents.

Applicable Bank Relevant Operational Policies.

Information and documents supplied by Requesters and other involved parties with respect to a Request.

Summaries and pleadings regarding pending litigations or arbitrations.

International Accountability Mechanisms and international standards on topics related to a Request or as needed.

Review, organize and synthesize researched information, documenting analyses and findings as needed.

Draft reports, Recommendations and Terms of Reference for Compliance Reviews and participate in the drafting of Compliance Review Reports as requested by the Compliance Review Phase Coordinator.

Assist in the development of terms of reference with focus on objectives and activities to be carried out by the technical experts to be selected for participating in Compliance Review investigations.

Handle organizational and substantive aspects of site missions in coordination with the Compliance Review Phase Coordinator, attend missions and draft mission reports.

Assist the Compliance Review Coordinator in the management of any given case as per the agreed plan, MICI policies and procedures, and Bank policies and procedures.

Ensure consistent use of Bank systems as applicable.

Update relevant case information and document processes as per MICI standards and guidelines in a systematic fashion.

Participate in meetings and produce minutes of said meetings.

Study the relevant operational policies and ensure understanding of their application in Bank financed operations.

Translate short texts to English when required.

Support with other activities/tasks as assigned by the MICI Director compatible with her/his profile and qualifications on an as needed basis and subject to case load.

nn Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

nn nn Education: Academic Degree-Level & Years of Professional Work Experience: Master’s degree in Law, Environment, social sciences or related field.

At least five years of relevant experience.

nn nn Languages: Full command of Spanish and English is required; knowledge of Portuguese and/or French desirable.

nn nn Areas of Expertise : E nvironmental and social issues and/or in the field of sustainable development, with special focus on the LAC Region an asset.

nn nn Core and Technical Competencies: nn Ability to analyze complex fact and documentary issues, write clear and precise analytical documents and adapt communication to different audiences, particularly sensitive to the nuances between private and public-sector perspectives.

He/she must be exceedingly well organized, flexible and willing to tackle the administrative challenges of working in a small fast-paced office composed of diverse people working for different projects simultaneously.

He/she must be proactive, resourceful and efficient, with a high level of professionalism and knowledgeable in the handling of confidential issues.

Attention to detail is a must.

In-depth knowledge of international development policy framework, social and environmental sustainability issues.

Experience with gathering, analyzing, synthesizing and reporting complex information and producing meaningful summaries of information in reports and otherwise.

Ability to convey facts and ideas clearly and in an organized manner in writing and verbally.

Listen to others’ points of view.

Strong oral and written communications skills with diverse audiences and ability to exhibit a professional presence through clear and respectful communication.

Ability to act independently and resourcefully in responding to work demands.

Ability to adjust to multiple demands, shifting priorities, and change.

Able to work in highly sensitive cross-cultural and politically charged environments.

Ability to carry himself/herself with professionalism when interacting with involved parties and colleagues, respond to requests promptly and resourcefully to deliver high quality service.

Knowledge of international financial institutions and accountability mechanisms.  Technology savvy and fast learner so as to make efficient use of office software.

Ability to anticipate and meet the needs of internal and external clients and colleagues.
