An opportunity to do something meaningful in your career with an organization that regards you as an important part of the team from day one.The Proposal Manager is responsible for the development and management of the proposal team and formal proposal process, including pursuit prequalifications, proposals, presentations, schedules, deadlines, and compliance along with process improvement and long-term planning.As a Proposal Manager for our Seattle Buildings District in Bellevue, WA, you will contribute to our team by:Ensuring the final proposal product achieves the district’s strategic pursuit objectives and is fully responsive to the client needs.Managing the timely development of a clear, compelling customized proposal that supports the win strategy. Creating customized content and edits as required.Assessing objectively whether win themes, value-add opportunities, and differentiators are consistently highlighted throughout.Leading proposal process improvements (adoption of technologies, lean methods, innovations, operating procedures, etc.), win strategy development, and other specialized aspects of proposal development.Managing all phases of RFP process and overseeing review of requirements, proposal outline, responsibility matrix, timeline, and comprehensive proposal plan.Defining overall proposal strategy and vision to ensure it is applied to the proposal in a manner that is compliant with the client requirements and consistent with corporate objectives/policies/goals.Directing and managing the strategic vision and proposal strategy sessions in collaboration with internal stakeholders as needed to ensure a clear win strategy is in place.Managing the proposal team and resources to ensure a top-quality, competitive, and winning response to comprehensive RFPs and related documents.Supporting the proposal team to ensure that plan and strategy are effectively communicated and executed.Has overall accountability in ensuring proposal team deliverables are met; this may include troubleshooting and mobilizing resources to respond to deficiencies in the process.Training, supervising, mentoring, and coaching department staff to maximize performance to continually achieve improved service and results.Identifying new marketing software to use. Tracking emerging trends.Leading or co-leading the preparation of interview, strategy, and presentation deliverables.Managing proposal debrief. Ensuring the process is responsive to feedback. Incorporating feedback into the proposal process moving forward.Tracking, analyzing, and reporting on proposal metrics. Sharing best practices and lessons learned.Participating and seeking involvement (leadership positions) in outside professional organizations that support the position.Developing and maintaining strong stakeholder relationships.Other duties as required.What you will bring to the role:Bachelor’s degree in marketing, communications, journalism, or equivalent preferred.10 years’ experience as a proposal coordinator or in a related role.3 years’ experience in a supervisory role.Superior project management, organizational, and time management skills to effectively establish the priority and scheduling of work tasks.Ability to manage multiple proposals.Creative and strategic thinker with superior attention to detail, good judgement, and ability to solve complex problems.Superior verbal, written, and visual communication skills. Ability to strategically customize, technical, written content with a customer focus.Superior knowledge of proposal fundamentals and best practices.Experience preparing winning AFP/P3 proposals is preferred.Ability to strategically collaborate on and facilitate a team to a positive result.Ability to adapt to different team/pursuit dynamics.Highly developed interpersonal skills with an ability to manage and collaborate with a diverse group sensitively, tactfully, and diplomatically.Exceptional proofreading skills.Ability to develop and execute a lean, quality pursuit process and strategy session.Advanced business acumen with an understanding of industry practices and new developments (construction process, delivery models, contract types).Understands construction terminology and readily grasps concepts and technical processes.Ability to maintain a high degree of professionalism and integrity in high-pressure situations.Expert knowledge of Microsoft Office, Adobe Creative Cloud, and other relevant marketing software systems.PCL combines numerous pay and benefit strategies to provide a comprehensive and competitive total rewards package.
